Since the indigenous production of rough diamonds covers only a fraction of the total caratage required by the huge Indian diamond cutting and polishing industry, the country has to lean heavily on rough imports. The Diamond Trading Co. (D.T.C.) London, is India's main supplier. The Sightholders currently numbering 32 in the country get ten Sight allocations each year. One of these Sights goes to the Hindustan Diamond Co. Pvt. Ltd. (HDCL), which in turn makes available rough diamonds to non Sightholding Indian manufacturers. Apart from the OTC supply, the remaining requirements come from other sources, notably Antwerp (Belgium) which is also the sales outlet for Argyle's small browns which only India can cut and polish. Australia's major diamond supplier Argyle, maintains an office at Mumbai too. Now Canada has also opened a sales office at Antwerp to distripute its high grade Ekati diamonds.

For more and better qualities of roughs, India has been making efforts to establish additional supply lines.

The target countries identified for direct purchases are Ghana, Central African Republic, Kenya, Ivory Coast, Russia and Venezuela in South America and Democratic Republic of Congo. After the last visit of President Putin of Russia to India in August 2000 and the subsequent negotiations an Indian delegation conducted in Moscow, India has concluded an agreement there for the direct supply of Russian rough diamonds. The President of Ghana visited India in August 2002 with a high level trade delegation. Besides supplying rough diamonds, Ghana is also keen to establish joint gems and jewellery ventures with India.
